Preamble
The Ordo Militum Christi et Templari Hierosolyma was formed on the Feast of St. John the Baptist
in the Year of Our Lord 2023; under ancient and modern chivalric tradition with tenants of service,
fellowship, action and camaraderie. It is a confraternity with its foundation in the religious and
military orders of the High Middle Ages.
Through the charism and outreach of the Order, the Temple seeks to engage in charitable works and
ecumenical dialogue.
And so, it will be the mission of the Temple to:
uphold Christian values, virtues and the noble ideals of Chivalry.
combine spiritual and corporal eort to charitable works.
research and archive the history of the Knights Templar
enable the preservation of associated Knights Templar churches and monuments.
encourage pilgrimage.
I. Vision
I. The purpose of the Knights Templar will be to worship God through contemplation of the divine
mysteries by growing and protecting Christendom through chivalry in poverty, chastity and
obedience in order to overcome the falsities, sophistries and corruption of the time.
i. Let Christendom be the universal jurisdiction of the temporal world.
ii. Let poverty be to live a humble life and spend only where necessary: avoiding excess and
deciency.
iii. Let chastity be continence in one’s spiritual moral conduct.
iv. Let obedience be voluntary subjection to the commands of senior ocers within the Order.
v. Let falsity be contradiction of truth.
vi. Let sophistry be the distortion of truth.
vii. Let corruption be the conversion of the beliefs of truthful persons into false ideologies.
II. Constitution
I. The formal arrangement of oces in governing the Order and its members will be by
Magisterium, Chapter and Commanderies.

II. Magisterium
i. The Grand Prior will be the moderator and major superior of the Grand Priory. The Grand
Prior is responsible for the security of the Order: governing the spiritual and temporal aairs
of the Order. The moderator and major superior is responsible for the government of the Order,
maintaining its discipline, upholding its morals and admitting novices into the Order as a
visionary, democratic, servant leader. As such, the Grand Prior will preside over the assemblies
of the Magisterium and Chapter; possessing the casting vote where impasses arise. The Grand
Prior will appoint senior ocers of the Order where appointment is required. The Grand Prior
will conduct major ceremonies, especially the investiture of new knights. Wherever the Grand
Prior sits will be the administrative seat of the Order. The Grand Prior will be elected by invested
knights of the Order with indenite right for reelection; then anointed by the Chaplain annually.
Candidates for the oce of Grand Prior will have the necessary skills in good government, sound
doctrine and right morals, which credentials are to be sent to the Magisterium for approval or
justied rejection. Should the Grand Prior become incapacitated thus causing lack of ability
to serve the Deputy Grand Prior will assume the oce of acting Grand Prior until such
time (within three months) the Magisterium calls the Chapter General to elect a successor.
ii. The Magisterium will be the curia of the Temple. It will be formed of the Grand Prior, the
Deputy Grand Prior, the Seneschal, the Chancellor and the Justiciar. The Magisterium will be
the deliberative and executive body of the Order. It will decide which problems to solve and
execute them accordingly. The Magisterium has the authority to make rules and regulations
for the good governance of the Order; provided they agree with Divine law, canon law and the
proper laws of the country in which it resides. It will sit in England. It will be lled ex ocio
of the qualied ocers.
I. Chapter
i. The Chapter will be synod of the Temple. It will be formed of the Magisterium; in
addition to the Treasurer, Almoner, Hospitaller, and Area Commanders. The Chapter
will be the consultative body of the Order. It will raise problems, propose solutions and
counsel the Magisterium. The General Chapter will also be the custodian of the Rule.
Like all college chapters, it will also grow and protect the liturgy administered by the
Temple within the Grand Priory. Chapter will meet at the pleasure of Magisterium.
Membership will be by members with sound doctrine, upstanding morals and strong
administration ex ocio or by the appointment of Magisterium from within the Order.
ii. A Chapter General will be called yearly as near to 18 March as plausible. This is to commemorate
the death of Grand Master Jaques de Molay at the hand of King Philip IV of France in 1314.
All members are expected to attend. The Chancellor will invite members for items to insert
into the agenda and issue the agenda no later than 28 days prior to the meeting. A notice to
alter or modify any aspect of the Rule will be denied consideration unless the motion has been
recommended by Chapter or notice in writing has been given to the Chancellor before 28 days
before the Chapter General. Notice of such a motion will be inserted into the summons for
the Chapter General and the motion carried by a majority of those present and voting. Items
under discussion will be decided by majority vote: each member of good standing having
one vote. Every resolution passed will be binding and carried into eect from the rst day
of the month following the meeting. It is forbidden to make or discuss a motion unless it has
been inserted into the summons, sanctioned by the Grand Prior or recommended by Chapter.
Should Chapter reject any notice or motion as being improper, irregular or vulgar, the Knight
or Dame will be informed. Invested knights have a deliberative vote; whilst all other classes

have a consultative vote and a general right of proposal. Spectators may attend; however, they
are without right to vote. The Treasurer will present a report at the Chapter General on the
health of the Orders wealth and nance for member scrutiny; having been prepared by 31
January yearly. The Chancellor will be the presiding ocer.
II. Commanderies
i. The Commanderies will be like the dioceses of the Temple. They will grow and protect
the morals, faith and administration of the Order within their jurisdiction. This includes
administering the Preceptories, their Preceptors and holding a Preceptory council within their
Commanderies at least once a year. They will be led by their Commanders. Appointments
to Commander will be by Magisterium to members with sound doctrine, upstanding morals
and strong administration indenitely, excepting elevation to a higher oce demanding
resignation.

ii. All ocers may appoint sub ocers within their oce as custom or demand dictates. They
will be appointed by the ocer, have their duties dened by him and will be relieved from
oce by virtue of approved resignation, death or malfeasance.

VI. Membership
i. Membership of the Knights Templar will be by Christian men and women of good standing,
sound doctrine and commitment to excellence in virtue.
ii. Membership will be by application directly, or by invitation to apply by any member of the
Order. Upon passing the application, candidates will have an interview with the Seneschal.
Passing this, they will be accepted as novices (or pilgrims) to begin a formation period lasting
a year (known as the house of formation); then to be known as postulants before investiture.
An extension period of 6 months may be granted to those novices yet to satisfy the president
of their suitability to the Order.
iii. As novices, the Seneschal will be president of the house of formation. Here, the Seneschal
will instruct novices in the divine mysteries, the history of the Order, the characters and
virtues of the Temple and the morals of the Knights Templar through liturgy and prayer.
iv. Novices will then become noviciates (or postulants) and will pay a passage fee before
Investiture. The rate will be determined annually by Chapter. Noviciates have 3 years to
accept Investiture. After Investiture in which the noviciate will take vows of formation
the postulant will become a knight of the Order and may style himself as such with all rights
and duties appertaining.
v. Members of the Order are representatives of the Order. Therefore, they are duty bound to
promote and represent in a positive light the Order at all times and places.
vi. Members who hold Holy Orders will become members of the College of Clergy and may be
known as chaplain brothers of the Order.
vii. Those who wish to participate in the social life of the Order and contribute to its work,
without the obligations of formation, will be known as Companions of the Order.
viii. A knight of the Order of the Temple will live through the highest virtue: especially in physical
prowess, upright morals and worth of honourable blood.
ix. Where elections are required, only invested knights will have a deliberative vote in the
appointment of senior ocers of the Order.
x. All members are encouraged to introduce at least one new member into the Order per year in
order to grow its numbers.
xi. Members join the order indenitely subject to absence of death, or malfeasance (which
will be tried in accordance with Templar law in the Court of Honour) assuming they
continue to subscribe and remain in good standing.
xii. Should a member withhold Oblations for 6 months, or refrain from communicating with the
Chancellor on no fewer than 3 occasions, the member will be considered lapsed and forfeit
the right to vote or attend meetings. Return to the Temple requires a new application form and
oblations paid.
xiii. Suspended members are prohibted to attend any meeting, chapter, investiture or function of
the Order.

xiv. Where members abandon the Order, the Magisterium will do all in its power to persuade the
reclusive member to return to the Temple.
xv. Expelled members will be removed from the Register and will be forbidden from attending
or participating in any activity of the Order.
III. Operations
I. In its aairs, the Knights Templar will pray for the conversion of weakness to strength, failure to
success, defeat to victory. The Order will live charitably through its good works for the redemption
of its members’ souls, and the souls of all the aicted pious of the faith.
II. Censorial
i. The Temple will keep a census of its members and potential members, uphold good morals
amongst its ranks and manage its wealth and nance in accordance with the laws of commerce.
Especially, it will grow its assets and minimise its liabilities in labour, capital and land.
ii. The Order will convene at least twice yearly to admit new members, and at least once yearly for
Chapter General. The dates for admittance are those closest to the Feast of St. John the Baptist
(24 June) and Templar Remembrance Day (13 October). Templars will present themselves in
the regalia of the Order (that is, a white mantle with red cross pattée of the Order on the left
breast, neck cross and collar; with optional surcoat for men, and Templar dress for women).
iii. The Order exerts the right to bear arms according to the law. The wearing of a sword by
Templars in a church is forbidden (save the Master at Arms for investiture purposes). All
swords are to be left at the door of the church to be retrieved after a service.
iv. Information will be processed in accordance with the General Data Protection Regulations
2016 and the Data Protection Act 2018. This includes the rights to be informed, have access,
rectication, objection of processing, automated decision making and proling, to be forgotten,
data portability and restrict processing of one’s data on the grounds of public interest, lawful
obligation, legitimate interest, contractual obligation, consent and vital interest.
v. The annual subscription fee is called an oblation. This is because it is an oering for charitable
causes once administrative needs are met. The yearly fee is set at Chapter General. The
opportunity to present a lifetime membership donation of £1,000 is available for those who
wish. Should such a member subsequently leave the Order for welfare reasons, a pro rata
refund will be oered by subtracting years of full membership from 12. If the member is
expelled following disciplinary action, or deserts the Order, a refund is forbidden.
III. Judicial
i. The Temple will uphold equity, the ius commune, Templar law and the laws of its particular
jurisdictions. It will so do by enforcement, administration and execution as far as the laws
allow.
ii. Where there is a dispute or grievance with an ocer of the Temple and having failed to resolve
it through the Chaplain’s mediation, any member regardless of rank may call for a vote of no
condence in the ocer; such vote to be held within one month. Should an issue go beyond

immediate pastoral resolution (for instance, complaints on other members which mediation
proves to fail such as unlawful or malfeasance of oce such as safeguarding failures) the
matter will be raised to the Magisterium to deal with.
iii. Where there is a dispute within the Order between members, a Court of Honour will be
convened by the Justiciar to hold a trial on the case, and where jurisdiction allows pronounce
the Templar law on the case in question. The case will be decided by the Justiciar. The Court
will be summoned at the most convenient location (which may include aside of Investitures and
online). The limitation for commencing a case is 1 year and 1 day. Suits may be commenced
by the Magisterium or by any individual member and will be conducted in the inquisitorial
fashion. The Court of Honour is a court of rst instance; with right of appeal to a bench
formed of the Magisterium. Appeal will only be granted by virtue of writ of attestation, writ
of conrmation of account or writ of error in interpretation of the law.
iv. For violating the law by injustice or scandal, the punishment in order of severity will be
as follows: censure (excommunication, interdict, suspension), expiration (order, prohibition,
deprivation, suspension).
1. An excommunicated knight is prohibited from receiving the sacraments, taking active
part in divine celebration, from exercising oce, duties or functions and from performing
acts of governance.
2. An interdicted knight is prohibited from receiving the sacraments and taking active part
in divine celebration (though this may be dened as to restrict certain particular actions).
3. A suspension prohibits all or some acts of power of order, governance, rights or functions
attaching to an oce.
4. Permanent, indeterminate or determinate order to reside in a certain place or territory, to
pay a ne to the Order.
5. Permanent, indeterminate or determinate prohibition against residing in a place or territory,
exercising oce, duties or functions, performing all or some acts of the power of order or
governance, using insignia or titles, enjoying an active or passive voice in Order elections,
wearing ecclesiastical dress of the Order.
6. Permanent, indeterminate or determinate deprivation of all or some oce, duty or function,
of delegated power of governance, some right or privilege to insignia or title.

vi. On matters of faith, it will grow and protect the one, holy, catholic and apostolic Church in
spiritual and temporal matters.
IV. Diplomatic
i. The Temple, whilst Catholic in its formal origin, will be ecumenical in material practice;
seeking all opportunities to open dialogue with other rites in order to maintain its standing
throughout Christendom.
ii. The Temple will use information and intelligence to aid its vision.
iii. The Temple, should it come into conict with any force by any means, will use the most
ecient strategy to complete its aims.
IV. Jurisdiction
I. The Rule supplements Papal Bulls Omne Datum Optimum 1139, Milites Templi 1144, Milita Dei
1145, The Latin Rule 1128 and the Chinon Parchment 1308.
II. Interpretation of the Rule will be in accordance with natural law, the Code of Canon Law 1983
and the ius commune.
III. For the purposes of canon law, the Temple will be categorised as a public Christian association;
for the purposes of English common law, the Order will be known as Ordo Militum Christi et
Templari Hierosolyma and an unincorporated association (with the Magisterium as the trustees).

VI. Procedure for formal complaints
OMCTH is committed to the highest standards of openness, integrity and accountability.
An important aspect of accountability and transparency is to be able to voice concerns in a
responsible and eective manner.
Should a brother or sister discover information which they believe shows serious malpractice or
wrongdoing within the Order, then this information should be disclosed internally without fear of
reprisal.
is is not a mechanism designed to question the decisions of Chapter, but to ensure the safety and
wellbeing of the members.
Concerns might include:
Financial malpractice, criminal activity, improper conduct, unethical behaviour, failure to conceal
any of these. It is reasonable to request that once a complaint is being actively addressed, that the
matter is contained within the Grand Priory.
I. When a formal complaint is made against another member of the Order the following procedure
is to be followed.
i. A formal complaint should in the rst instance be made orally to the Advocate, who will
inform the person complained against with details of the complaint and endeavour to
mediate between the parties. All eorts should be made to resolve matters.
If a member of Chapter or Magisterium is the subject of complaint, they will step down
until the matter is resolved.
ii. If mediation is unsuccessful and the complainant wishes to proceed further, a written
document must be provided to the Magisterium setting out the precise nature and
circumstances of the complaint. If no written document is received, the matter is
concluded.
On receipt of the written complaint, the Chancellor will inform the person concerned
and provide them with a copy of the complaint.
e Magisterium will meet with the complainant to listen to and note the facts of
the complaint. e subject of the complaint will likewise be interviewed to listen to
their response to the complaint brought against them. Other relevant parties may be
interviewed.
A written record will be kept of these meetings.
In consultation with the Magisterium, the Chancellor will write a summary from the
meetings with the hope of furthering a resolution and promoting reconciliation. Both
the complainant and the person are informed in writing as soon as possible of the action
taken and should respond within one week whether the outcome is acceptable. Each
party has the right of appeal, aer which the Grand Prios decision is nal.

iii. e pastoral care of any person concerned, and wise counsel for the Magisterium
are essential at all stages of the investigation. It is important that all members of the
Order show fairness and courtesy to those involved, and that honesty and integrity is
maintained.
iv. If the matter is likely to lead to court proceedings, legal representation will become
necessary.
II. When a disclosure has been made against another member, it must be made for the good of the
Order, and not for any vexatious reason.
i. All disclosures will be treated in a condential and sensitive manner. e identity of the
person making the allegation may be kept condential so long as it does not hinder the
investigation. However, the person making the allegation may need to provide a state-
ment of evidence.
ii. Concerns about the behaviour of an individual should be voiced as soon as possible. Be
specic, reporting only what has been seen or heard, never hearsay.
iii. Put the concerns in writing providing accurate information.
iv. e informant is not expected to prove the truth of a concern or investigate it. is is the
role of the Magisterium, or of independent legal representation.
v. No action will be taken against the informant if the allegations prove unfounded and
were raised in good faith.
vi. Malicious allegations will raise concerns and be addressed separately.

consent of Chapter and all members of the Order.

II. Should the Order be dissolved, its assets will be transferred to the Holy See (except those gifts
donated which have right to return to the donor in accordance with the Code of Cannon Law 1983).
